Decentralization Research Center Proposes New Control Framework
Decentralization is being redefined by the Decentralization Research Center (DRC), emphasizing control as the key measure. The DRC argues that a network is centralized if any entity can unilaterally control it, and decentralized otherwise.
A new decentralization blueprint
The report outlines seven principles to ensure decentralization:
- Open-source
- Permissionless
- Autonomous
- Credibly neutral
- Noncustodial
- Economically independent
- Broadly distributed
The framework aims to guide regulators while allowing for practical governance measures, such as “security councils” in emergencies, which do not inherently compromise decentralization.
Rollups are growing up
Scroll has achieved "Stage 1" on L2BEAT, becoming the first Ethereum layer-2 rollup using zk/validity proofs. Its recent upgrade included:
- Enforced transaction inclusion
- Permissionless batch submission
These features enhance censorship resistance and accountability. However, both Scroll and OP Mainnet may face downgrades unless they establish credible exit windows to Ethereum mainnet within 90 days.
The DRC's work aligns with ongoing regulatory discussions, potentially helping differentiate truly decentralized projects from those that falsely claim decentralization. It advocates for serious decentralization efforts in both code and legal frameworks.
