Why does decentralized Hyperliquid use maker and taker fees?

It uses an order book. Ordinary spot Tier 0 starts at 0.04% maker and 0.07% taker.

Why can my Hyperliquid spot cost differ from the base?

Fourteen-day volume, staking/referral and quote-asset terms matter. The chosen interface can also add a separate builder fee.
