EBA designates USDC as EU’s first significant e-money token under MiCA
The European Banking Authority designated USDC as the EU’s first “significant” e-money token under MiCA, adding a supervisory layer over Circle’s euro-area issuer. Classification announced October 14; from November 12 the EBA assumes direct responsibility for specified prudential areas, while French regulators retain other oversight.
What changes under “significant” status
- Scope: USDC is the first of 45 notified e-money tokens to meet MiCA’s significance threshold. This is a regulatory milestone, not a new stablecoin launch.
- EBA oversight: own funds, reserves, liquidity, and recovery or redemption planning.
- ACPR oversight: governance, outsourcing, and suitability of key personnel.
Why it matters
- Risk focus: Stablecoin risk extends beyond peg maintenance to redemption pressure, backing-asset liquidity, and operational resilience. Significant-token status intensifies scrutiny on these dimensions.
- Market participants: European banks and payment companies gain clearer supervisory lines for due diligence.
- Limits: Classification does not eliminate market, custody, or operational risk and does not guarantee redemption under all scenarios. MiCA provides a framework for managing risks.
Issuing entity: Circle Internet Financial Europe SAS. Supervisory split: EBA handles prudential resilience; ACPR oversees governance and operational suitability.
