Abstract

Regulatory authorisation identifies a provider's legally permitted activities but does not, by itself, establish a particular customer's contractual admission or successful use of a service. This article proposes a standard for preserving legal scope when deriving access statements: match the legal person, regulatory route, service, territory, customer predicates and operative time, and disclose unresolved links. The doctrinal argument is developed principally from the EU Markets in Crypto-Assets Regulation, with Canadian individual decisions and operator documents illustrating distinct limits. A purposive documentary dataset covers twenty platform surfaces, ten jurisdictions and six service families, or 1,200 fixed queries. The retained V2 annotations contain 12 available, 273 unavailable, 187 restricted, 718 unknown and ten inaccessible responses. Repeating one optimal country-level category across six services disagrees with at least 185 recorded statuses. This measures loss of stored annotation information, not legal error or actual access. Unknown and inaccessible responses account for 60.67% of the grid. Under a hypothetical completion that holds the 472 substantive annotations fixed, heterogeneous pairs range from 32 to 199 out of 200; the data therefore do not identify the prevalence of real service heterogeneity. A complete computational audit and renewed source review are reported separately. The proposed standard operationalises bounded inferences from legal evidence; it does not establish a universal right of admission, a new statutory duty for every comparison website, or misconduct by the sampled firms.
