Vitalik Buterin Proposes Global Computing Power Reduction to Address AI Risks

Ethereum co-founder Vitalik Buterin proposed a temporary halt on globally accessible computational resources to address the risks associated with AI superintelligence. This proposal aims to "buy more time for humanity," as stated in his blog post from January 5, which follows his November 2023 discussion on “defensive accelerationism” (d/acc). Buterin predicts that super-intelligent AI could emerge within five years, with uncertain outcomes.

Buterin suggested implementing a “soft pause” on industrial-scale computer hardware to slow AI development. He recommended reducing global computing power by 99% for one or two years to allow humanity to prepare.

In his earlier d/acc post, Buterin acknowledged vague suggestions against developing risky superintelligence forms and now seeks to provide concrete strategies for addressing high AI risk scenarios.

Buterin also discussed regulating the AI sector, advocating for a hardware “soft pause” if liability rules are deemed inadequate. Proposed rules would hold individuals or organizations accountable for damages caused by their AI models. He emphasized the need for monitoring AI developments, including tracking the physical locations of AI chips and requiring their registration.

To manage industrial-scale AI hardware, Buterin proposed a system where chip integration requires weekly authorization from three major international bodies. This approach aims to ensure controlled and accountable AI operations globally. Buterin explained:

“The signatures would be device-independent (if desired, we could even require a zero-knowledge proof that they were published on a blockchain), so it would be all-or-nothing. There would be no practical way to authorize one device to keep running without authorizing all other devices.”

The d/acc concept promotes a cautious approach to technological development, contrasting with effective accelerationism (e/acc), which supports rapid technological progress.
